Compliance
The North Central Washington RSN and its provider network are committed to conducting its business ethically and in conformance with all federal and
state laws, related to instances of fraud and abuse including prevention, detection, and reporting of occurrences of fraud and abuse. We have
comprehensive fraud and abuse policies and procedures outlining the scope, responsibilities, and activities we conduct to identify and report
instances of fraud and abuse including prevention, detection, and reporting of occurrences of fraud and abuse. We also have a Fraud and Abuse
Compliance Plan to assist us in our efforts to maintain our Fraud and Abuse Program.
NCWRSN has implemented the following controls regarding fraud and abuse:

- On site record reviews to verify that services reported by a provider were delivered to the consumer.
- Designation of a compliance officer and compliance committee which are accountable to the RSN Governing Board.
- Initial and ongoing in-service trainings for all staff, board, providers and committee members on how to identify fraud and
abuse and how to report suspected fraud and abuse.
- Our compliance officer is available at any time to discuss suspected fraud and abuse and help staff accurately assess the
likelihood that fraud and/or abuse has occurred.
- Internal monitoring and auditing for fraud and abuse includes reviewed financial statements by State Auditor’s Office, multiple
feedback loops through committee and individual sources to receive timely and confidential information, designation and availability of a
Compliance Officer, and the like. RSN staff periodically review RSN Personnel Policies related to required conduct and disciplinary action.
- When fraud and/or abuse is detected the RSN Administrator immediately reports the abuse to the appropriate authorities, and
conducts an investigation of the incident and reports the results of the investigation to the RSN Governing Board and others as is
appropriate.
